Peace and Security Policy Needs a Gender Perspective

The Gunda Werner Institute is involved particularly in a peace politics appropriate for gender and security policy, because this politics area is up to now a special man's domain. Draughts and strategies are widely gender-blind. Women hardly seem to occur at the decisive level about war, conflict prevention or peace negotiations. And women and men are concerned by forcible conflict holdings differently. Hence, a lasting peace politics and security policy needs a gender perspective.

Transitional Justice

- In recent years, concepts of transitional justice for dealing with societies‘ conflict-ridden past have become increasingly important and are often emphasized by peace researchers and politicians as ways of securing peace. The aim is to achieve reconciliation or at least an improvement in relations between the parties that were involved in the conflict, and to find a way for an often divided society to find peaceful forms of coexistence and thus prevent future conflicts. more»

The Challenge of Becoming Invisible:Understanding Women’s Security in Kabul

- Although the overthrow of the Taliban opened up new opportunities for women, it did not give rise to the “women’s liberation” many were expecting. Currently, there are growing concerns about an “apparent backlash against the empowerment of women and their participation in public life.” The current situation in Afghanistan demonstrates that while conflict and its aftermath can shake up gender roles, rapid social change can also provoke “a retreat to conservative notions of masculinity and femininity.” more»

Strengthen the UN and Promote Engendering

- In recent decades, many interstate and intrastate conflicts have required external intervention to bring the warring parties to the negotiating table. The UN and the UN Security Council are the only institutions authorized by the international community to intervene. Peace and security policy needs gender analyses

- As Germany’s status as an international player has risen, the image of the citizen in uniform, including in its public presentation, has given way to that of the combatant, and been extended to include the cyber warrior, as can be seen in the USA’s current use of drones as part of its warfare tactics. The Story of the Implementation of 1325 UN Security Council Resolution in Israel

- Exactly 11 years ago, the UN Security Council passed Resolution 1325 (October 31, 2000). This groundbreaking resolution sent a significant message to many countries, including Israel. The principles of the decision, which emphasize representation of women in peace negotiations and increased protection of women and children against violence in conflict situations, were found to be very relevant to the Israeli society that has been dealing with a long-term conflict situation over the years. Adv. Anat Thon Ashkenazi of the NGO Itach-Maaki Women Lawyers for Social Justice - a partner of the Israel office of the Heinrich Boell Foundation, describes the efforts of the implementation of UNSCR 1325 in Israel to date.
