National Action Plans - National Implementation Overview

Security Council Resolution 1325 (2000) urges Member States to take action at the national level in key areas

The Women's International League for Peace and Freedom has published a comprehensive survey with detailed information on action plans for the implementation of SCR 1325 in individual countries.

National Implementation of Security Council Resolution 1325 (2000) and the related resolution (SCR 1820; SCR 1888; SCR 1889) is an important tool for furthering the women, peace and security agenda. National Implementation is also a sub-theme of General Women, Peace and Security, and part of PeaceWomen’s analytical framework to classify women, peace and security resources. Security Council Resolution 1325 (2000) urges Member States to take action at the national level in key areas. Following up on the implementation of the resolution, in Presidential Statements S/PRST/2004/40 and S/PRST/2005/52, the Security Council called on Member States to continue to implement resolution 1325 (2000), including through the development of national action plans (NAPs) or other national level strategies. The creation of an action plan provides an opportunity to initiate strategic actions, identify priorities and resources, and determine responsibilities and timeframes at a national level.

Presently, 37 countries have approved national action plans and numerous others are currently in the drafting phase. The whole process of developing a plan is also one of awareness raising and capacity-building in order to overcome gaps and challenges to the full implementation of resolution 1325 (2000). It must be noted, however, that NAPs are not the only way to develop policy on women, peace and security. Some countries may choose to mainstream women, peace and security issues into other policy frameworks. Furthermore, developing policy is only the first step in implementation.

UN Security Council resolution 1325 (2000) urges Member States to take action at the national level in the following key areas:

  • Women's participation in decision-making and peace processes.
  • The protection of women and girls
  • Gender training

Although, we have seen some developments in national implementation, it is important that more Member States take responsibility for the successful implementation of resolution 1325 (2000) and ensure that it is integrated into their national policies and training programmes.

National Action Plans

To date, there are 37 countries which have adopted a National Action Plan on UNSCR 1325 which include:

  1. The Austrian National Action Plan on Implementing UNSCR 1325 was released on 8 August 2007.

  2. The Australian National Action Plan on Women, Peace and Security (2012-2018) was released on 8 March 2012.

     

  3. The Belgian National Action Plan on the implementation of UNSCR 1325 was released on 8 May 2009.

  4. The Bosnian-Herzegovinian National Action Plan for the implementation of the UNSCR 1325 was released in July 2010.

  5. The Canadian Action Plan for the Implementation of United Nations Security Council Resolutions on Women, Peace and Security was released in October 2010.

  6. The Chilean National Action Plan for the Implementation of the UNSCR 1325 was released on 3 August 2009.

  7. The Cote D'Ivoire National Action Plan for the Implementation of UNSCR 1325 (2008-2012) was released in January 2007.

  8. The Croatian National Action Plan for the implementation of UNSCR 1325 (2011-2014) was released in 2011.

     

  9. Denmark Action Plan for the implementation of UNSCR 1325 was released in June 2005, and revised (2008-2013) in 2008.

  10. The DRC National Action Plan for the implementation of the UNSCR 1325 was released in June 2010.

  11. The Dutch National Action Plan for the Implementation of UNSCR 1325 (2008-2011) was released in December 2007.

  12. The Estonian Action Plan for the Implementation of UNSCR 1325 was released in November 2010.

  13. The Finnish National Action Plan for the Implementation of UNSCR 1325 was released on 19 September 2008.

  14. The French National Action Plan on UNSCR 1325 Women,Peace & Security was released in November 2010.

  15. The Georgian National Action Plan for implementation of the UNSCR 1325 (2012-2015) was released on 5 May 2011.
  16. The German National Action Plan on the Implementation of UNSCR 1325 (2013-2016) was released in December 2012.

     

  17. The Guinean National Action Plan on the Implementation of UNSCR 1325 (2009-2013).

     

  18. The Guinea-Bissauan National Action Plan on the Implementation of UNSCR 1325 was released in March 2010 (additional Matrix)

     

  19. The Icelandic National Plan of Action for the Implementation of UNSCR 1325 was released on 8 March 2008.

  20. The Irish National Action Plan for Implementation of UNSCR 1325 (2011 - 2014) was released on 25 November 2011.
  21. The Italian National Action Plan on “Women, Peace and Security” (2010-2013) was released on
    23 December 2010.

  22. The Liberian National Action Plan for the Implementation of UNSCR 1325 was released on 8 March 2009.

  24. The Norwegian Government Action Plan for the Implementation of UNSCR was released in March 2006.

  25. The Philippine National Action Plan for the Implementation of the UNSCR 1325 & 1820 was released in March 2010.

  26. The Portuguese National Action Plan for the Implementation of UNSCR 1325 was released in August 2009.

  27. The Rwandan National Action Plan for the Implementation of the UNSCR 1325 was released in May 2010.

  28. The Senegalese National Action Plan for the Implementation of the UNSCR 1325 was released in May 2011.

  30. The Sierra Leonean National Action Plan for the Implementation of UNSCR 1325 was released in March 2010.

  31. The Slovenian National Action Plan for the Implementation of UNSCR (2010-2015) was released on 18 November 2010.

     

  32. The Spanish National Action Plan for the Implementation of the UNSCR 1325 was released in November 2007.

  33. The Swedish National Action Plan to implement UNSCR 1325 was released in October 2006, and revised in 2009.

  34. The Swiss National Action Plan for the implementation of UNSCR 1325 was released in February 2007, and revised in October 2010.

  35. The Ugandan Action Plan on UNSCR 1325 & 1820 and the Goma Declaration was released in December 2008.

  36. The United Kingdom National Action Plan on UNSCR 1325 Women,Peace & Security was released in November 2010, and revised in 2012 (2010-2013).

  37. The United States National Action Plan on Women, Peace, and Security was released in December 2011.
