Resolution 1325 - 10th Anniversary Events in New York

UN Events:

  • September 25
    1325 Call to Action - see the UN-Video 
    Hosted by Canada, co-sponsored by Austria, Bangladesh, Chile, Namibia, Sierra Leone, (possibly also UK, US and Liberia)

The meeting will bring together Member States and representatives of civil society and UN agencies to explore what commitments and pledges they may want to consider making in October regarding UNSCR 1325. The meeting will be used to create momentum for the10th anniversary and suggest commitments. Commitments may include monetary pledges; commitments to draft NAPs; create inter-governmental partnerships (twinning); and work closer with civil society to ensure 1325 implementation, to name a few.

  • October 19
    Arria Formula
    Time and Venue: 4 to 6 pm; venue to be announced

    Hosted by Austria with Mexico and France as co-hosts

The Arria (surname of former Venezuelan Permanent Representative to the UN and adviser to Kofi Annan) formula is an informal consultation/meeting, where members of the Security Council (SC) meet with civil society in a confidential, informal setting. The meeting is presided over by a member of the SC. Often times the Arria Fomula is held well in advance of the Open Debate so as to give member states an opportunity to incorporate the information/recommendations gathered at this meeting in the statements they make during the Open Debate. This year however, the Arria Formula will be held the day before the actual debate in order to get high-level attendance.

    Global Open Day - see the UN-Video

    Time and Venue: 9:00 -11:00 a.m. Conference Room 6, UN North Lawn Building
    Hosted by UNIFEM, DPKO, DPA and UNDP

The Global Day will provide an opportunity to hear the priorities and concerns of women from conflict-affected countries. The Global Open Day is the culmination of national Open Days held in over 20 conflict-affected countries in June-July 2010, in which SRSGs Special Representatives of the Secretary General consulted women leaders on peacebuilding priorities. The Global Open Day will feature four women who participated in national Open Days, each of whom will address a key theme that emerged from the consultations. Senior representatives of each of the participating UN agencies will respond to and address the issues raised. The Global Day will feature four themes: Women’s participation at all levels of decision-making; Justice; Security, Sector Reform and Demobilization,Disarmament and Reintegration; Economic recovery; and Need for dedicated human and financial resources to implement SCR 1325. Inter-agency press conference to mark the 10th anniversary of Security Council resolution 1325. The press conference will focus on the work of women peace advocates, United Nations priorities in advancing the resolution, the achievements of resolution 1325 in the last ten years, and the challenges ahead. Participants include Said Djinnit, Special Representative of the Secretary-General, UN Office for West Africa; and Mandira Sharma, Executive Director, Advocacy Forum, Nepa

    Open Debate in the Security Council on UNSCR 1325

    Time and Venue: usually 10.00 am – 6 pm; venue to be announced

Presided over by Uganda – President of the Security Council during the month of October

The Open Debate provides an opportunity for non-Council members to address the Security Council. Address in reality means reading a prepared statement. All non-Council members, representatives of regional organizations and international bodies are permitted to attend as observers and participate in the debate without a right to vote. Civil Society may also at times be invited to make a statement. We hope this will be the case this year but at this time we do not have that information.

    Meeting of the High-level Steering Committee on 1325 to respond to outcomes of 10th anniversary discussions

The High Level Steering Committee on 1325 was tasked with enhancing the UN system's efforts to implement Resolution 1325 and steer advocacy and initiatives in the lead up to the 10th anniversary. It is composed of all heads of UN entities involved in 1325 implementation. It is chaired by UN Deputy

Secretary General Asha Rose Migiro.

Co-sponsored by Centro de Educación e Investigación para la Paz (CEIPAZ ), Hague Appeal for Peace, International Civil society Action Network (ICAN)/Global Network of Women Peacebuilders, Peace Women, Peace Women Across the Globe, United Methodist Women, and the Permanent Mission of Switzerland to the UN

The Peace Fair, which will run throughout the week of the 10th anniversary will be a space for civil society to showcase their work on 1325; share strategies and lessons learned. It will take place on the second floor of the UN Church Center and will feature panel discussions, the cyber dialogue (see below), and elements of the 1000 Peace women exhibit, which will simultaneously take place in the UN building.  The Peace Fair is open to the public.

    1325 Cyberdialogue
    Time and Venue: 1-3 pm; UN Church Center; 777 UN Plaza, New York, NY corner of 44th Street and 1st Ave (and globally!)

The cyberdialogue is a virtual peace conference on the internet that will bring together women from Afghanistan, Sierra Leone, Burundi, DRC, Nepal, Iraq, Colombia, Sierra Leone, Cyprus, Liberia, Rwanda, Uganda, and other parts of the world in real time conversations with each other, with global policy makers including UNDP Administrator Helen Clark, with governments, with the UN on what needs to done and what the priorities should be given the inconsistent and slow implementation of this groundbreaking resolution. It will highlight women’s peace initiatives around the world and underscore their commitment to implement UNSCR 1325 even in situations where Member States have not demonstrated political will to fully implement the resolution.

The cyberdialogue is being held as part of the Peace Fair.

    Presentation of the study on Costing and Financing UNSCR 1325

    Co-sponsored by Cordaid, GNWP and the Permanent Mission of the Netherlands to the United Nations and UN INSTRAW

The study, commissioned by Cordaid and GNWP, examines financing and resource allocation for the implementation of UNSCR 1325 and its supporting resolutions. It contains case studies to demonstrate a variety of funding and implementation strategies in different country contexts and levels, including those supported by UN agencies, member states, private sectors and NGOs. These case studies also help to identify different types of resources needed for the full and comprehensive implementation of UNSCR 1325.

    Launch of report “Protecting security and women’s rights in Afghanistan”

    The Study  by the Kroc Institute for International Peace Studies, University of Notre Dame in association with Cordaid  will be launched in partnership with GNWP and the Fourth Freedom Forum.

The report addresses the potential challenges to women's rights posed by future government agreements with insurgent forces. It presents arguments on why the international community must use whatever leverage it has with the Karzai Government to ensure that the gains that women have achieved legislatively and constitutionally are not traded in any peace deal. It further argues that the international community has an obligation to grant asylum to vulnerable women who have come under attack for their perceived association with Western interests.

This event is being held as part of the Peace Fair.  

  • Presentation of the GNWP’s In-country Monitoring of 1325 Project
    Date, time and venue to be announced 

GNWP members and partners carried out a 1325 in-country and global monitoring project from
February to September 2010. Using a set of monitoring indicators they selected and developed,  but also building on the work of the UN Technical Working Group on Indicators,  GNWP members and partners from Afghanistan, Burundi, Canada, DRC, Fiji, Nepal, Netherlands, Philippines, Rwanda, Sierra Leone and Uganda collected and analyzed data to assess progress in the implementation of UNSCR 1325 at the country level. They also analyzed various women, peace and security initiatives by civil society, government and the UN and identified best practice examples, gaps and challenges.

  • October 22
    Presentation of the Monthly Action Points (MAP) of the NGO working Group on Women, Peace and Security

Throughout the year leading up to the 10th anniversary, the NGO Working Group has produced Monthly Action Points (MAPs), a series of recommendations that show how each United Nations Security Council President can provide leadership on, and how the Security Council as a whole can systematically meet its obligations to women in conflict. The publication will be launched in tandem with three other publications (by PeaceWomen, Global Action to Prevent War and CEIPAZ ).

  • October 28
    Launch of ICAN/MIT 1325 assessment report
    Co-sponsored by ICAN and the Permanent Mission of the United States to the UN

Looking at  6 case studies (Sri Lanka, Colombia, Israel/Palestine, Aceh, Uganda and Liberia),
the report assesses the implementation and impact of Resolution 1325, and the evolving role of women in security. It examines recent cases of peace processes and whether and how efforts have been made to include women and to ensure gender sensitivity in the language of peace accords.
